BRIEF POSITION SUMMARY:
The EPMO Project Manager llI manages both traditional waterfall and agile scrum projects and programs in support of corporate objectives. This includes all aspects of medium to large projects and programs, from initiation to release, and consolidates portfolio status and generates reports for leadership. For waterfall projects, they will define scope, facilitate meetings, obtain resources and budget, develop project schedules, identify risks and develop mitigation plans, monitor and report performance, support implementation and transition deliverables to operational support. For Agile Scrum projects, they will serve as Release Train Engineers, organize and coach teams, groom backlogs with Product Owners, facilitate ceremonies (stand ups, demo's, retrospectives), track and publish information radiators on sprints, remove impediments for the team, and coordinate releases. This person will be a key player in helping the organization transition to an Agile methodology. This role is roughly equivalent to a Program Manager.
DUTIES and RESPONSIBILITIES:
General
- Manages other PM's and indirect staff, both onsite and remotely, for project work.
- Works directly with the business and IT teams to implement solutions to satisfy various business challenges and objectives.
- Has an in-depth knowledge of the methodology and processes for managing projects and programs, and of common software development lifecycles, i.e., Waterfall, Agile.
- Works with functional owners to assign appropriate resources and prioritize across projects.
- Leads and manages multiple projects teams and facilitates effective team work to achieve the goals of the program.
- Confidently communicates project and program status to all stake holders on a regular basis. This includes the project team as well as to management and executive steering committees.
- Authors executive communications.
- Facilitates business case and ROI development. Facilitates build vs. buy analysis and software selection process.
- Manages all aspects of large cross functional projects and programs including business processes, IT infrastructure and application development. Manages internal and external dependencies within and between projects and programs.
- Leads implementation of cloud-based Anything as a Service (XaaS) solutions and system integration projects.
- Leads proof of concept projects for new technologies.
- Acts as an internal consultant, advocate, mentor and change agent.
- Maintains confidentiality of necessary information.
- Maintains and follows all MSC and EPMO standards.
- Champions development of new and improvement of existing EPMO methods and procedures.
- Participates in special projects and performs additional duties as required.
- Challenges the status quo and advocates for Program Sponsor.
- Fosters and drives MSC Culture throughout the company to ensure unity of vision and fulfillment of MSC's mission.
Waterfall
- Manages scope of work. Recognizes changes in scope and works to control scope.
- Develops project plans including timelines and resource allocation and drives team to adhere to plan.
- Focuses on deliverables and ensures team does same.
- Manages the triple constraints of scope, budget and resources.
- Accountable for documenting project risk. Identify, quantify and track risks and facilitate the development of risk mitigation plans.
- Provides hands-on project implementation assistance including troubleshooting and resolving process problems.
- Works with team to obtain accurate estimates to proposed solutions and is accountable for same.
- Drives quality control on all implementations while meeting customer expectations.
- Drives brainstorming and decision making of proposed solutions that align with expectations.
- Performs analysis of success factors, to determine the progress toward stated goals and objectives.
- Ensures all established schedule, cost and quality objectives are met.
- Transition project to operational steady state and functional ownership.
- If applicable, responsible for budget and invoice tracking.
Scrum
- Guides, coaches and motivates the team with the goal of increasing productivity.
- Removes impediments for the scrum team, develop solutions and monitors sprint progress.
- Facilitates decision-making processes to ensure quick inspection and proper use of adaptation process.
- Helps Product Owner to build the product backlogs, groom them and prioritize them for the next sprint.
- Coaches Product Owner and stakeholders in writing proper user stories.
- Manage and optimize the flow of value through the Agile Release Train (ART) and Solution Train using various tools, such as the Program and Solution Kanbans and other information radiators.
- Facilitate PI Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision , a Roadmap, and Backlogs , and through Pre- and Post-PI Planning meetings.
- Facilitate the PI planning event and assist tracking the execution of features and capabilities.
- Facilitate periodic synchronization meetings, including the ART sync at the Program level and the value stream syncfor Solution Trains at the Portfolio level.
- Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics, where necessary.
- Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.
EDUCATION and EXPERIENCE:
- Bachelor's Degree in Project Management, Computer Science, Business Administration, Engineering or other related field or the equivalent experience is required. Master's Degree preferred.
- PMP certification required.
- Scrum Master certification, or equivalent required.
- Minimum 5 years' experience in project management methodologies, such as waterfall and scrum, demonstrating growth in capabilities and responsibilities, required.
- Experience working in a Project Management Office (PMO) preferred.
- Experience working with a Project Portfolio Management (PPM) Tool strongly preferred.
- Experience leading large scale projects and programs required. Experience managing Portfolios a strong plus.
- Experience managing geographically dispersed teams preferred.
- Management experience is preferred.
- Five years or equivalent experience implementing projects with technical components preferred.
- Experience implementing and integrating large complex cloud-based, Anything as a Service (XaaS) solutions preferred.
- Experience implementing SAP ERP and system integration a strong plus.
- Experience with agile methodology and frameworks like Scrum, Kanban, XP, SAFe, etc.preferred.
- Experience with agile tools to manage backlogs and Kanban boards preferred.
- Experience with Organizational Change Management (Prosci, ADKAR, Kotter or Conner methodology) preferred.
- Experience with business acquisitions and integration preferred.
SKILLS:

- Advanced understanding of Microsoft Office applications (i.e. PowerPoint, Word, Excel) required. Office 365 preferred.
Waterfall
- Ability to create a Work Breakdown Structure, identify dependencies and constraints, and generate a critical path.
- Strong knowledge of Microsoft Project or similar tools and formal project management principles required.
- Ability to identify risks and develop mitigation plans, document issues and develop resolution plans, capture decisions and develop escalation plans.
- Ability to manage complex technology implementations.
Scrum
- Ability to forecast the number of user stories possible in an iteration, through various agile forecasting and estimating techniques, and based on evidence of reliable estimations.
- Ability to apply agile techniques like: user stories, continuous integration, ATDD, TDD, continuous testing, automated testing, backlog tracking, burndown metrics, velocity, etc.
- Ability to communicate with stakeholders, escalate impediments, manage risk, and coordinate multiple scrum teams.
- Facilitation skills for demos, retrospectives, and sprint planning.
OTHER REQUIREMENTS:
- Supports project milestones (i.e., go-live, etc.) off-hours as appropriate.
- A valid driver's license and the ability to travel up to 10% required.
Compensation starting at $82670 - $129910 depending on candidate location and experience.
The salary range represented is based on similar roles in comparable industries, and the cost of labor in respective cities. Actual compensation is based on the candidate's relevant experience, education requirements and peer pay equity. The Company reserves the right to modify the range as market conditions change.
